URL: https://github.com/apache/hudi-rs/pull/928

   ## Description

Dependency debug info (DataFusion, Arrow, Parquet, and RocksDB's C++
objects) is about a third of a debug `target/` directory and is rarely stepped
through. This sets `debug = false` for non-workspace packages in the dev
profile; workspace crates keep full debug info for debuggers and backtraces.
CONTRIBUTING gets a short section on keeping `target/` small, including running
cargo through `build-wrapper.sh` consistently on arm64 Macs, since its
dependency opt-level gives every dependency a second build hash.

Existing checkouts rebuild their dependencies once after this lands, and
`cargo clean` reclaims the old copies.

   ## How are the changes test-covered

   - [ ] N/A
   - [ ] Automated tests (unit and/or integration tests)
   - [x] Manual tests
     - [x] Details are described below

   On an arm64 Mac, `./build-wrapper.sh cargo test -p hudi-core -p
hudi-datafusion --no-run` into a fresh target directory takes 10 GB with this
change versus 16 GB with dependency debug info, and RocksDB's build output
drops from 2.1 GB to 0.4 GB.
