## Description
closes #937
Adds `context7.json`, which names the library for Context7, keeps tests,
fixtures, benchmarks, and contributor docs out of the index, and gives coding
agents a few usage rules (entry points, write inputs, completion-time
incremental reads, supported table versions, DataFusion, cloud storage). JSON
cannot carry a license header, so the file is added to the ignore list in
`.licenserc.yaml`. Once this merges, the repository still needs to be submitted
at context7.com.

The license header check (skywalking-eyes 0.9.0) passes locally with the new
ignore entry.
