validateTimestampAsOf rejected any timestamp older than the last clean's
earliestCommitToRetain, so TIMESTAMP AS OF a savepointed commit failed once a
clean had run, even though the cleaner kept that commit's files.
A savepoint records every base and log file of its snapshot, and the cleaner
never removes a file slice that contains one of them. Skip the retention check
when the timestamp is a completed savepoint. Other timestamps are validated as
before, and once the savepoint is deleted time travel to it is refused again.
Fixes #20482.
