Adds support for deleting managed blob files after they are no longer
referenced by the retained file slices.

Updates the clean planner to find blob references that are no longer active
after the cleaner runs. The planner makes the following assumptions currently:
1. The managed references are not shared by multiple keys.
2. The managed reference does not exist across multiple partitions or move
across partitions.
These assumptions allow us to search for removed references partition by
partition. Within a partition, there are two cases to handle. First, a file
slice is being removed but has newer slices for that file group. Second, the
file group is being removed entirely.
