chore(ci): drop the secret committers team from the merge queue bypass
(#20552)
The Merge Queue ruleset from #20474 failed to apply: GitHub rejects
apache/hudi-committers (id 3084687) as a bypass actor because the team
is secret. Keep only apache/root.
