## What is the purpose of the pull request
Currently KafkaOffsetGen.CheckpointUtils test cases are present in
TestKafkaSource which starts up hdfs, hive,zk service locally. This is not
required for CheckpointUtils test cases, hence should be moved to independent
test case of its own
## Brief change log
- Moved CheckpointUtils test cases to it's own Test class
- Added test cases for CheckpointUtils.strToOffsets and
CheckpointUtils.offsetsToStr
## Verify this pull request
This change added tests and can be verified as follows:
- Added `TestCheckpointUtils.java`
