## What is the purpose of the pull request
- Fixing parsing of metadadata table compaction timestamp. Metadata table
compaction and cleaning has special format and needs fixing when metrics are
enabled.
## Brief change log
- Fixed parsing to use ms format.
## Verify this pull request
- Added tests to TestHoodieActiveTimeline.
- Also enabled metrics for one of large test in TestHoodieBackedMetadata
which triggers compaction and exercises the fixed code path.
