Here is how rollback log blocks are parsed with AbstractHoodieLogRecordReader. 

 

whenever we encounter a command block of type ROLLBACK_PREVIOUS_BLOCK, we fetch 
the target commit time from the block's header. And then keep walking back to 
other log blocks until the target commit time does not match the current log 
block's instant time. 

 

So, this may not work in multi-writer scenario at all with interleaved log 
blocks and if rollback was triggered very late( lazy cleaner). we might have to 
walk through every log block and not stop when the block's commit time does not 
match the target time from rollback block.
