(2) is landed.
(1) status so far: Within AbstractTableFileSystemView.listPartitions() we list
the partition and if it does not exist, we return empty FileStatus[]. During
index look up, at some point, we will call AbstractTableFileSystemView apis,
for non-existant partitions. But lets revisit the callers and ensure what else
we could do here.
