The partition filter logic is general enough to be reused across different strategy implementations. So this PR aims at abstracting the filter logic out of the strategy class and use a standalone config `ClusteringPlanPartitionFilterMode` to manage different filter criteria. ## Brief change log - Remove `SparkRecentDaysClusteringPlanStrategy`, `SparkSelectedPartitionsClusteringPlanStrategy`, and `JavaRecentDaysClusteringPlanStrategy`.
