ci: build and merge up to three merge queue entries at once (#3490)
Building one entry at a time serializes the queue, so each PR waits for
every PR ahead of it to finish CI. Building three in parallel lets
independent entries validate concurrently, and ALLGREEN still requires
every entry to pass before it merges. Merging up to three passing entries
together also collapses their pushes to main into one CI run.
