build: drop the upper bound on requires-python
The <4.0.0 cap makes Poetry silently resolve old releases (e.g. 0.10.0)
for projects declaring an open-ended requires-python range, with no
error or warning. The cap offers no real protection (see #1348), so
drop it and keep requires-python as >=3.10.
