PR triage gated /ready, /author and /request-review behind
COMMITTER_ASSOCS = {COLLABORATOR, OWNER}. On an org-owned repo
most maintainers are org members whose author_association is
MEMBER, not COLLABORATOR, so they were denied these commands on
PRs they did not author.
Add MEMBER to COMMITTER_ASSOCS. For an org repo MEMBER is the
primary maintainer signal; COLLABORATOR is the edge case. The
set is shared, so /author and /request-review widen to org
members too, which is the intended consistent maintainer scope.
