#3788 turned out not to be a code bug: the reporter was building with an x86_64-apple-darwin toolchain under Rosetta on an Apple Silicon Mac. Switching to the native aarch64-apple-darwin toolchain resolved it with no code change, since native macOS builds are already exempt from thread_pool_limit(0).
