If the issue explains it well, a one-liner is fine. --> Adds function to the high level cpp client. ## What changed? Adds the following functions to the high-level client: - CreateStream - GetStream - GetStreams - PurgeStream - DeleteStream - UpdateStream - CreateTopic - GetTopic - GetTopics - PurgeTopic - DeleteTopic - UpdateTopic - DeletePartition - CreatePartition and their associated structs. This PR also changes the tests testing these functions to utilize the high level client instead of the low level client.
