Windows wheels have been off since #2813, leaving Windows users with only the sdist and a Rust toolchain requirement. Three things blocked re-enabling the job. NASM is absent from the runner image, and aws-lc-sys needs it to assemble x86_64 crypto. The ASF-required LICENSE-binary manifest was generated only on Linux and macOS. And no python3.X exists on Windows PATH, so the --interpreter list never resolved; build one interpreter per matrix job instead. Collect now checks per-platform wheel counts, since it runs even when a build job fails.
