docs: add the 0.9.0 release to the downloads page (#111)
The page still listed 0.8.0-incubating as latest and both
verify snippets still downloaded from the incubator path,
which points readers at a superseded release.
Add 0.9.0 with the graduated dist paths and closer.lua on
the archive link as ASF policy requires. The Changelog
column points at the GitHub tag until a 0.9.0 post exists.
