The Apache.Iggy package page on nuget.org does not render the SDK README correctly. nuget.org supports only Markdown, so the HTML header with the logo (`<div align="center">`, `<picture>`, `<source>`) is displayed as raw text at the top of the page. This PR adds `foreign/csharp/README.nuget.md`, a short Markdown-only README used as the package readme. It contains the logo, a short description, the install command and links to the full SDK README on GitHub, the docs, issues and Discord. It has no versions or code samples, so it does not need updating with each release. The GitHub `README.md` stays unchanged and keeps its centered, theme-aware logo. Verified with `dotnet pack`: the package contains `README.nuget.md` and the nuspec points to it via `<readme>README.nuget.md</readme>` -- This is an automated message from the Apache Git Service.
