/skill and the triage commands refused committers whose apache org membership is private, which is most of them. Both workflows read author_association back through the API with their own token. That token cannot see a private membership, so such a committer reads as CONTRIBUTOR or NONE. The triage workflow started to do this in #4257. The /skill poster now gates on the collaborator permission endpoint, like its run workflow. The triage gate keeps every association it accepted and adds write access, because the triage role maps to read permission and must keep /ready.
