Closes #4330. The Java SDK exposes storing and reading consumer offsets but not deletion, even though both transports support it. This adds the async and blocking APIs, TCP command `122`, HTTP deletion, and a shared store-delete-get regression test for the TCP and HTTP clients. Verification: - `./gradlew :iggy:spotlessCheck :iggy:compileJava :iggy:compileTestJava` - focused integration tests reached both transport fixtures but could not start because Docker is unavailable in this environment -- This is an automated message from the Apache Git Service.
