## Which issue does this PR address? Closes #4448 ## Rationale ASF Infra limits a workflow to 20 concurrent jobs and asks for 15 or fewer. Pre-merge peaked at 77. ## What changed? The common checks and every test matrix started at once, with no max-parallel, so a full run hit 77 concurrent jobs. The test matrices now wait for the common checks (15 short jobs), and each has a max-parallel adding up to 18: Rust 4, BDD 3, Examples 2, the rest 1. From run 37717744841's timings a full run should take about 28 minutes instead of 25. ## Local Execution - Passed: the workflow parses as YAML. Pre-merge itself only runs on GitHub, so its effect shows on this PR's own run. - Pre-commit hooks ran ## AI Usage 1. Claude (Claude Code). 2. Measured job concurrency from the Actions API, chose the caps and wrote the change. 3. Checked the YAML parses and compared the diff by hand; the run on this PR is the real test. 4.
