### Bug description - What you were doing: checking apache/iggy against the ASF GitHub Actions policy (https://infra.apache.org/github-actions-policy.html), which says a workflow MUST NOT run more than 20 jobs at the same time and SHOULD stay at 15 or fewer. - What you expected: Pre-merge to stay at 20 concurrent jobs or fewer. - What actually happened: Pre-merge peaked at 77, 74 and 42 concurrent jobs in three full runs on 8 Oct (runs 37717744841, 37734044220 and 37751231536). The common checks start 15 jobs, every test matrix starts at the same time, and no matrix sets max-parallel. GitHub can only cap jobs per matrix, so the proposed fix is for the test matrices to wait for the common checks and each get a max-parallel, adding up to 18: Rust 4, BDD 3, Examples 2 and the rest 1, weighted by runner minutes. From the timings of run 37717744841 a full run should go from about 25 to about 28 minutes. A failing common check would then stop the tests from starting. ### Affected area / component CI / build / tooling ### Deployment Not applicable ### Versions master at af706e68e ### Hardware / environment GitHub Actions ### Contribution - [x] I'm willing to submit a pull request to fix this bug ### Good first issue - [ ] I think this could be a good first issue for a new contributor -- This is an automated message from the Apache Git Service.
