   ### Description

ASF Infra's GitHub Actions recommended practices
(https://cwiki.apache.org/confluence/spaces/INFRA/pages/430408443/GitHub+Actions+Recommended+Practices)
ask for a timeout on every job, because a hung job holds a shared runner slot
for GitHub's default of six hours, and for scheduled workflows to run off the
top of the hour.

The test jobs already set timeouts. These don't: 15 of the 16 common checks,
detect changes, pre-merge's finalize_pr, the PR title check, post-merge's
auto-publish check and the stale bot. The stale bot also runs at 00:00, on the
hour.

   ### Affected area / component

   CI / build / tooling

   ### Proposed solution

Add timeout-minutes to those jobs, sized from recent runs: 10 minutes for
the common checks and detect (they take under a minute), 20 for the third-party
licence check (up to 8 minutes), 5 for finalize_pr, the PR title check and the
auto-publish check, and 10 for the stale bot. Move the stale bot's cron to
00:17. Leave the publish dispatcher and the release workflows alone.
