PR checks waited 40+ minutes for runners, and only on the ubuntu-latest label. At the 09:00 UTC peak on 2026-10-09, ASF jobs on ubuntu-latest waited a median of 42 minutes, jobs on pinned Ubuntu labels 6 minutes, and jobs on ubuntu-slim under 1 minute. Short jobs without Docker or Rust move to ubuntu-slim. All other jobs move to ubuntu-26.04, the image ubuntu-latest moves to from 2026-10-19. setup-swift rejects Ubuntu 26.04, and only Swift 6.4.0 has a 26.04 build, so the toolchain now comes from swift.org, pinned by checksum.
