apache/iggy#4192 changes how the InfluxDB and Quickwit connectors handle `Retry-After`: the header is now read on 429 and any 5xx, can lengthen the computed backoff past `retry_max_delay` (up to one hour) but never shortens it. The InfluxDB sink, InfluxDB source and Quickwit sink pages still say only a 429 counts and that it overrides the cap. This updates those passages to the new behavior, using the wording from the connector READMEs in that PR. The 0.8 archive is unchanged. Depends on apache/iggy#4192 (open as of `a5be8ff74`).
