## Which issue does this PR address? None. Docs only. ## Rationale CONTRIBUTING.md never says that contributors can review PRs, and the triage table uses "returning contributor" without defining it. ## What changed? Adds a "Reviewing PRs" section: anyone can review, a committer still approves and merges, and a returning contributor's "Request changes" review or `/author` moves the PR to `S-waiting-on-author`.
