Closes #4496 Adds docker-compose.cluster.yml, a three-node VSR cluster using the published apache/iggy image (0.9.0 by default, IGGY_VERSION to override). The root password and shared secret must be set; there are no defaults. Tested on Docker Desktop (macOS, arm64): - all three nodes start healthy and elect a leader - clients on the cluster network get the 10.29.0.x addresses, clients through published ports get 127.0.0.1 - stopping the leader moves leadership to another node, data survives, and the stopped node rejoins as a follower - prek passes -- This is an automated message from the Apache Git Service.
