Review Comment:
Done. Split into two jobs: `resolve` verifies the PR from the artifact,
`apply` runs in a job-level concurrency group keyed on that PR number. Every
apply run reads the PR and its labels live and converges S-* first (closed or
draft clears both, open with none adds `S-waiting-on-review`), so a run that
displaces a pending one still leaves the labels right. Comments and reviews
with nothing to apply stop in `resolve`.
