@hubcio #4439 now holds the fix, rebased on master `b15c8e1e9`. Master already resolved livelocks 1 and 3 in its own way, so the PR covers only the view problem. A replica awaiting transfer raises its own `view` alone, and two places trusted that view: the descriptor gate, and the transient-refusal retry, which rotated off the real primary to a backup and stayed there. Both now judge by `log_view` or the refuser's own view. Each has a handler test that fails on master.
