### Description of changes
This PR updates the HTTP requests in `core/server/server.http` to conform to
current server requirements:
1. In `POST /streams/{stream_id}/topics`: moves `compression_algorithm`,
`max_topic_size`, and `message_expiry` into the `options` object to avoid `400
InvalidCommand` from misplaced options.
2. In `PUT /streams/{stream_id}/topics/{topic_id}`: removes create-only
`compression_algorithm` from the update payload and nests updatable options
under `options`.
3. In `POST /messages`: updates example base64 header values for `uint32`
and `int32` to be valid 4-byte little-endian representations (`KgAAAA==` and
`0gQAAA==`).
