## Which issue does this PR address? Relates to #4527. ## Rationale The gateway advertised ApiVersions v0 to v3. Java clients from Kafka 4.0 to 4.3 send their first ApiVersions request at v4, and 4.4 clients send it at v5. The gateway answered both with `UNSUPPORTED_VERSION` (35) and its version list, as KIP-511 asks. Each client then sent a second request at v3. So every new connection of a Kafka 4 Java client cost one extra round trip. CI ran the Kafka client tests with Kafka 3.9.0 only, so no test sent ApiVersions v5. ## What changed? Before, a Kafka 4 Java client got `UNSUPPORTED_VERSION` for its first ApiVersions request and asked again at v3. Now the gateway answers ApiVersions v4 and v5. A v5 request that names another cluster or another node gets `REBOOTSTRAP_REQUIRED` (129). The Kafka client tests run Kafka 4.4.0 clients, and one test runs Kafka 4.0.2 clients. -- This is an automated message from the Apache Git Service.
