### Motivation
Prohibit groups that have not been successfully configured from obtaining
dataproxy addresses.
Prevent dataproxy from sending data to MQ clusters without creating a topic.

Prohibit groups that have not been successfully configured from obtaining
dataproxy addresses.
The manager determines whether to return dataproxy node information based on
the group status.
