### Motivation
Standalone configuration supports Tube MQ.
### Modifications
1.`ClusterConfigServiceImpl` supports configuring cluster information of
tube MQ type and adds the judgment that cluster labels cannot have multiple MQ
types at the same time.
2.`DefaultSortConfig` Operator adds types of tubemq type.
