Fixes https://issues.apache.org/jira/browse/KARAF-7684 The manual (https://karaf.apache.org/manual/latest/#_environment_variables_system_properties) says I can add a features repository with: export ORG_APACHE_KARAF_FEATURES_FEATURESREPOSITORIES='${featuresRepositories},mvn:org.apache.karaf.decanter/apache-karaf-decanter/2.5.0/xml/features' The repository isn't in `feature:repo-list`. The features service reads `etc/org.apache.karaf.features.cfg` itself, so `KarafConfigurationPlugin` never sees it. This applies the plugin's lookup (environment variable, then system property) to every features-service property as it's read. The lookup is shared with the plugin rather than copied, and a property missing from the file can be set the same way.
