More cleanup for the rule engine.
This time I have separated the SegmentPrototype map into a separate registry
The code depend directly on the SegmentPrototypeRegisty interface, not the
InternalRuleBase interface.
This interface is much smaller and more self contained.
This is a good step to eventually break the code into smaller, more
manageable parts.
