This PR: 1. move all the shared libraries dependencies inside the dependencyManagement tag of kogito-dependencies-bom 2. move all quarkus-specific dependencies to org.kie.kogito:quarkus pom 3. move all springboot-specific dependencies to org.kie.kogito:springboot pom 4. refactor the pom hierarchy so that all modules features only the "parent" approach to inherit versions 5. remove all the dependencyManagement(s) tags from all other poms 6. uniforms checks with the drools repository The `<allowedPomsList>...</allowedPomsList>` property is added only to the three pom's that contains `dependencyManagement` tag Please refer to https://github.com/apache/incubator-kie-drools/pull/6605 description for further details <details> <summary> How to replicate CI configuration locally? </summary> Build Chain tool does "simple" maven build(s), the builds are just Maven commands, but because the repositories relates and depends on each other and any change in API or class method could affect several of those repositories there is a need to use [build-chain tool](https://github.com/kiegroup/github-action-build-chain) to handle cross repository builds and be sure that we always use latest version of the code for each repository.
