For user tasks that used WS-HT lifecycle, the task which is in `Suspended` state can be resumed by - Potential user if the task is being resumed back to `Ready` state - Actual owner if the task is being resume back to `Reserved` or `InProgress` states - Business Admin irrespective of target states -- This is an automated message from the Apache Git Service.
