@tkobayas That's awesome! Thanks a lot for all the work here. Let me spend a few hours digesting the code changes, so that I can do a more in-depth code review. In the mean time, I think we can establish ci.yaml to be used for commits to main, while the new partitioned CI can be used for PR checks. This way we have a self regulating mechanism to make sure our builds are stable across PR checks and commits to main, while keeping fast execution for PR checks, and guaranteed stability for commits to main.
