chore(ci): update macOS version in CI (#3655)
GitHub is retiring the macOS 14 Actions runner image
(https://github.blog/changelog/2026-10-01-github-actions-macos-14-runner-image-retirement/).
This PR switches the CI builds to macOS 15 and removes the unused
(#2874), commented-out macOS 13 steps. Those steps are no longer needed:
the workflows do not use a macos-13 image.
