fix(tests): accept zero microseconds in TIME (#3721)
The TIME test rejects zero microseconds even though the microsecond
component may be any value from 0 through 999,999.
When TIME samples the clock at a whole-second boundary, it returns zero
for that component and the strict lower-bound assertion fails.
Accept zero while preserving the existing upper bound and checks on
the seconds component.
