[KYUUBI #2039] Remove LegacyFlinkOperationSuite

Replaced by FlinkOperationSuite
### _How was this patch tested?_
- [ ] Add some test cases that check the changes thoroughly including
negative and positive cases if possible
- [ ] Add screenshots for manual tests if appropriate
