Fix `TestRegexExtractorInterceptor*` (#436)
While #431 migrated `RegexExtractorInterceptorMillisSerializer` correctly
from Joda to Java time, it introduced a small bug in the tests, which assume
that all dates are in `UTC`.
The original extractor interpreted them instead in the local timezone.
