Builds on #1481: this PR's diff against `main` includes that PR's commits; review the last commit only, or diff against `qdp-one-path/4-remove-launchers`. ### Changes - [x] Documentation ### Why Contributors need to know which of the three languages a change touches without reading the code. ### How - `qdp/DEVELOPMENT.md`: an architecture section (what each layer owns), a "which files do I touch" table, the three-file recipe for adding an encoding, and how to guard performance with `baseline.py`.
