## Summary A batch of website and community-docs updates: ### Navigation - Restructured the top navbar so every docs section is reachable: **About** (ASF links), **Docs** (mirrors the sidebar top level), **Download**, **Powered By**, **Resources** (PQC Guides, Quantum Computing Primer, Research Papers), **Community**, **News**. - Moved *How to Contribute* into Community (navbar and sidebar). Added *PR Policy & Review* to the Community dropdown. - Sidebar: grouped PQC guides, Primer and Papers under **Resources**; renamed the PQC category to *PQC Guides* to stop clashing with the Primer's "Advanced Topics" chapter; surfaced the previously orphaned `qdp/python-api` page. - New `docs/advanced/index.md` landing page so the *PQC Guides* category and dropdown have a target. Logos are sourced from Wikimedia Commons, the organizations' own sites, and Wayback Machine snapshots; all are trademarks of their owners and the page carries an identification-only / no-endorsement disclaimer with a removal path. - `.github/ISSUE_TEMPLATE/powered-by.yml`: GitHub issue form that the page's "Add your organization" button opens. Applies the `powered-by` label (needs to be created in the repo). ### Homepage - Kept the charter tagline.
