### Related Issues Closes #1508 ### Changes - [x] Bug fix - [ ] New feature - [ ] Refactoring - [ ] Documentation - [x] Test - [ ] CI/CD pipeline - [ ] Other ### Why `initialize_backend()` returns a Cirq simulator, but `execute_circuit()` and `get_final_state_vector()` ignored that object and built a new `cirq.Simulator()`. Seed and other simulator settings never reached the run. ### How Those paths now call `run`, `run_sweep`, and `simulate` on the simulator passed in, the same way the Qiskit and Braket backends use their initialized backend.
