Require Maven 3.9
Compile against Maven 3.9.16, which ships the Resolver 1.9.27 the
library already uses, instead of Maven 3.6.3. Dependabot now holds each
Maven artifact below 3.10.0 and Resolver below 2.0.0 instead of ignoring
all Maven updates.
