   This pr fixes a minor indexing issue with BinaryBoardcastShape
   
   it used to error out when we need to for example add two tensors of 
different shapes together
   ```
   MXNetError: Check failed: dim_size >= -1 (-2147483648 vs. -1) : shape dim 
size must be >= -1, while received -2147483648
   ```
   
   Updated test case as well
   ```
