   I have the same problem when i try to import package under python : 
   Python 2.7.13 (v2.7.13:a06454b1afa1, Dec 17 2016, 20:53:40) [MSC v.1500 64 
bit (AMD64)] on win32
   Type "help", "copyright", "credits" or "license" for more information.
   >>> import mxnet
   Traceback (most recent call last):

     File "mxnet\", line 86, in <module>

     File "C:\Python27\lib\ctypes\", line 362, in __init__
       self._handle = _dlopen(self._name, mode)
   WindowsError: [Error 126] Le module sp?cifi? est introuvable
   I recompiling this morning with the HEAD.
   And I launch the command after compilation: 'python install'
   I work on windows 10.
   Could you please give an advise ?
