It's a pattern that I am seeing with increasing frequency lately (not unit tests, but overriding committer -1's). It was my understanding that one committer -1 (disapprove, want change, whatever) on something was sufficient to block. It actually says this in the Apache guidelines somewhere. But it does not appear to be followed.
