    bsp/fanstel_ev_bt40e: Fix amplifier timings

    BLE_FEM_PA_TURN_ON_US and BLE_FEM_LNA_TURN_ON_US
were incorrectly set to time that included
PD->PG transition while is should be only
time needed to enable transmit or receive mode.

It resulted in longer than necessary time taken
    before transmission.

Now values are set according to product specification.
